Mr. Gafar Otolorin was born in Lagos Island at the Lagos Massey Street Children Hospital in 1960. He attended Salvation Army primary school Ebute Metta Lagos and later completed his primary school education at St. Michael Catholic Primary School, Mushin Lagos State. He had his secondary school education at Ansar-Ud-Deen College Isolo, Lagos State between 1973 and 1978. He proceeded for his higher education at Lagos State Polytechnic (1980-1982) and Kwara State Polytechnic (1983-1985) where he had his Ordinary National Diploma (OND) and Higher National Diploma (HND) in accounting respectively. In 1999 he got his Master of Business Administration (MBA) Degree in Financial Management from Lagos State University, Ojo, Lagos.
Gafar as fondly called by friends joined the civil service of Lagos State as Higher Executive Officer (HEO) Accounts in 1986 from where he rose to the present post of Deputy Director (Accounts). He served in different MDAs which include Ministry of Youth, Sports and Social Development (YSSD), Ministry of Local Government and Chieftaincy Affairs, Deputy Governor’s Office, Lagos State Board of Internal Revenue (BIR), Family Economic Advancement Programme, (FEAP) Office of Ministry of Women Affairs and Poverty Alleviation (WAPA), Office of State Auditor General (SAG), Lagos State Valuation Office (LSVO), Lagos State Real Estate Transaction Department(LASRETRAD), Lagos State Ministry of Housing, Lagos State Civil Service Pension Office (CSPO), Lagos State Judiciary and finally his present duty post, Lagos State Electricity Board.
Mr. Otolorin belongs to professional bodies of Association of National Accountants of Nigeria (ANAN), Chartered Institute of Taxation of Nigeria (CITN), and Nigerian Institute of Management (NIM). He is married with children.
